Changes coming into force for children with special needs - September 2014

Special Educational Needs in England is changing from September 2014, the changes are designed to focus support on the whole person.

The changes in the system represent the biggest for 30 years, but the government has said that the change will be gradual, details like how the appeals process will work have still to be finalised.

The problem, expressed by charities and professionals working with children with special educational needs, is the time frame, because the government has not published the details - time is running out and the closer we get to the September launch date, the harder it will be to adopt the changes.

It is agreed that the existing Special Educational Needs system failed many children and needed reform, but without the necessary time frame to adopt the changes, the new system will tarnish itself before it gets a chance.

The bedrock of the new system is to give more control to the parents and those with special needs; the 'whole person' approach will incorporate the health and care needs, alongside the educational needs. This will be achieved with help from a person responsible for a budget to achieve those needs up to the age of 25.

In essence, the new system will work better than the old but, as with all changes, it is how it will work in practice; to succeed, education, health and Local authorities will all need to change.

In no small part the success will initially be down to recruitment and training of the supporting officers who will co-ordinate care; it is estimated that 1,800 people will need to be trained to fulfill this role.
